Minister Burke launches Injuries Resolution Board’s New Strategic Plan committing the Board to do more, and resolve more personal injury claims, for the benefit of all.
The Strategy supports the new Action Plan for Insurance Reform, with Minister Troy also addressing the event to give insights on the Action Plan for Insurance Reform
Dublin, 16 October 2025 – The Injuries Resolution Board today launched its new Strategic Plan 2025–2029, setting out an ambitious vision for the future of the organisation. The launch comes at a time of global and economic uncertainty when the cost of business is a key concern, and the need for fair and timely compensation for those involved in personal injury claims a priority.
The Strategy is anchored in a new forward-facing vision:
To be at the forefront of personal injuries resolution, offering innovative and accessible pathways to claims resolution that benefit everyone involved, while delivering for society.
The Strategy sets out five clear goals: to grow trust in our services, increase their use, expand how we resolve claims, lead with data and research, and continuously innovate for our customers. These goals reflect our commitment to those we serve and our role in shaping a more effective and transparent personal injuries environment. These goals are not just ends in themselves, but commitments to those we serve, to those who support us, and to those who depend on transparent and effective injury resolution.
Since its establishment in 2004, the Injuries Resolution Board has delivered significant value to society, including:
- €1.2 billion saved through efficient claims resolution,
- Nearly 200,000 assessments for compensation,
- Over €4 billion awarded to claimants.
The Board’s continued ambition to evolve and expand its remit, now encompassing Mediation, Garda Compensation, and Research, in a strategy that aims to ensure more accessible and effective pathways to resolution.
In welcoming the strategy Minister Peter Burke said:“I welcome the launch of the Injuries Resolution Board Strategic Plan 2025-2029. The Plan is ambitious and seeks to enhance the work of the Board to deliver an even greater service for claimants, respondents and society as a whole”.
Minister of State with responsibility for Financial Services, Credit Unions, and Insurance, Robert Troy TD said: “The work of the Injuries Resolution Board has been essential in providing fair compensation for injures, and recent reforms which I led during my time in the Department of Enterprise are having a positive impact. There is more to do, and the Injuries Resolution Board’s new Plan signals that ambition in line with what I have set out in the Action Plan for Insurance Reform. Pursuing a claim through the Injuries Resolution Board remains the fastest and most cost-effective measure for consumers, and ongoing awareness of this plays an important part in our ambition to lower insurance premiums.”
Injuries Resolution Board CEO Rosalind Carroll said: “When we resolve a personal injury claim, we impact positively on all those involved in that claim, providing a non-adversarial, less stressful, resolution in a shorter timeframe, and at less cost. We want our impact to be even greater in the years ahead, and that’s what this strategy is about. About the Injuries Resolution Board
The Injuries Resolution Board is the independent state body for personal injury claims resolution in Ireland. The organisation supports the fair, prompt, and transparent resolution of personal injuries claims without the need for unnecessary litigation. The remit of the organisation was broadened in 2023 with the introduction of new services such as mediation as well as an extended remit for Research. It is a self-funded public body and is a key pillar in contributing to the reform of the insurance sector and the personal injuries environment. The state body generates millions in savings which would otherwise be spent on pursuing claims through litigation, leading to higher costs for policyholders.
All Personal Injuries Claim in Ireland must be made to the Injuries Resolution Board unless settled early and directly between parties. Therefore, the Board has significant and valuable data on claims in Ireland.

Claimant | The person claiming for compensation. |
Respondent | The person or entity against which a personal injury claim is being made |
Assessment | The amount of damages awarded to a claimant by the Injuries Resolution Board once a case has been fully reviewed via assessment |
Consent | Agreement from a Respondent to mediation or assessment of a claim |
Acceptance | Acceptance of an award for compensation following the assessment of a claim by the Board. |
Mediation | Mediation is a voluntary and confidential process where an impartial mediator helps the parties to agree a resolution to a claim |
