    This Report has been prepared by the Injuries Resolution Board (“the Board”) and Deloitte Ireland LLP (“Deloitte”) following receipt of a request from Minister Peter Burke, T.D., for the Board, using its enhanced research and analysis function provided under the Personal Injuries Resolution Board Act 2022, to undertake a high-level body of research on personal injury awards both within and outside the State, to include the United Kingdom (“UK”). The objective of the research is to provide information to support the review of the Personal Injuries Guidelines.

The aim of this study is to provide a better understanding of the most frequent causes and impacts of accidents on farms, including the identification of groups at higher risk of sustaining injuries in farm-related accidents. The report examines personal injury claims resulting from farm-related accidents which were submitted to the Injuries Resolution Board between 2019 and 2024.

    This report examines the incidence of road traffic accidents from 2019 to 2024, offering detailed insights into the demographic characteristics of road users most at risk of injury. Over this period, more than 76,000 claim applications were submitted to the Injuries Resolution Board, resulting in over €700 million in compensation.

    The Injuries Resolution Board today published our first comprehensive report on Public Liability Claims in Ireland over a five-year period. The report, in collaboration with EY Economic Advisory, utilises data from over 30,000 claim applications for injuries sustained by visitors to businesses and public spaces between 2019-2023 with an overall reduction of 40% in claims volumes noted during this period. The report also highlights sector-specific trends in accidents and claims, with a more detailed focus on specific areas such as childcare for the first time.

Since the launch of the first publication, the personal injury landscape has undergone significant economic, legislative, and environmental changes.
